That's not surprising — 61% of security professionals now rank AI as their number one data security concern, according to Thales' latest Data Threat Report. What is surprising is how few organisations have translated that concern into meaningful action.

The scale of the problem is bigger than most security teams realise

Roughly 80% of employees are using AI tools their IT department hasn't approved. Let that sit for a second. Not 20%, not a rogue few. Four out of five. And 63% of those employees have already pasted sensitive information — source code, customer records, financial data, internal strategy docs — directly into personal chatbot accounts.

Security teams are effectively operating blind on what has become one of the largest data exposure surfaces in the enterprise.

Why shadow AI breaches cost more

Standard breach math is familiar by now: detection time + containment time + notification costs + regulatory fines + reputational damage. Shadow AI breaks that formula in a specific and ugly way.

Detection is slower. When a breach happens through a known, managed tool, there are logs. There are policies. There's usually an audit trail. When a breach happens through an employee's personal Gemini account or an unapproved SaaS copilot, security teams often don't find out until much later — if they find out at all. Every day of undetected exposure compounds the cost.

The blast radius is harder to scope. Managed AI tools have defined integration points. Shadow AI tools can touch anything the employee has access to: email threads, CRM records, internal wikis, code repositories. An AI agent integrated into your CRM can read every customer interaction. A copilot embedded in your email client can see every draft, every thread, every attachment. These systems can access, move, and act on data at a speed and scale no human insider could match.

The governance frameworks most organisations have were built for human insiders. Role-based access controls, acceptable use policies, DLP rules — all designed around the assumption that the actor is a person operating at human speed. Agentic AI blows that assumption apart. By mid-2026, security researchers expect at least one major enterprise breach to be caused or significantly advanced by a fully autonomous AI agent — one that independently planned, adapted, and executed its way through an organisation's defences.

That's not sci-fi. That's a headline waiting to be written.

What security teams can actually do

The answer isn't "ban AI." That ship sailed in about 2023. Banning it just drives usage further underground and makes the visibility problem worse — you lose the conversation with employees who are going to use these tools anyway.

What works is building a governance layer that makes the safe path the easy path.

Get visibility first. You can't govern what you can't see. Shadow AI discovery — mapping which tools are actually in use, by which teams, handling what categories of data — is the essential starting point. It's also where most organisations are still stuck.

Enforce at the point of action. Policies in a document nobody reads don't change behaviour. Guardrails that fire in the moment — blocking a sensitive paste, prompting an employee to use an approved alternative, explaining why a particular action is risky — actually do. Real-time coaching at the point of use changes behaviour durably; annual training doesn't.

Treat AI tools like privileged access. The identity-centric security model needs to extend to AI. API keys, tokens, and the credentials your AI integrations run on are high-value targets. Credential theft is now a fast route into AI-connected data stores — and most organisations haven't updated their privileged access management posture to account for it.

Build an AI inventory. Not just the tools IT approved. A real inventory: approved tools, tolerated tools, shadow tools, embedded AI features in existing SaaS that nobody reviewed. If your vendor quietly added a Copilot feature to your project management software six months ago, that's now part of your AI surface area whether you know it or not.

There's a useful way to think about that $670K premium: it's not the cost of getting breached. It's the cost of being surprised by a breach. Organisations that have mapped their AI usage, enforced policies at the point of action, and built visibility into agentic AI behaviour can detect and contain incidents faster — which directly reduces cost.

Shadow AI isn't going away. The question is whether you're governing it or just hoping it doesn't surface in an incident report. Given the numbers, hoping is getting expensive.
